Pembroke and the surrounding Ottawa Valley eased off in July. Sales came in at 162, down 3% from a year ago, and the average sale price was $484,231, off 3.9% year over year. Listings kept building, with 682 homes on the market at month end, up 20.7%, leaving about 4.2 months of inventory and more room to negotiate. Yes. In Ontario a lawyer is legally required to close a purchase or sale. Ownright reviews your agreement, searches title, handles the land transfer tax, and registers the deal, all online for a flat, transparent fee, so your Pembroke closing is handled start to finish.

On a $484,000 home that is about $6,155, and first-time buyers can claim up to $4,000 back, cutting it to roughly $2,155. On a lower-priced Pembroke home the rebate goes further still: a first-time buyer paying under about $368,000 owes no Ontario land transfer tax at all. Pembroke sits where the Muskrat and Indian Rivers meet the Ottawa River, and the City's Official Plan maps a floodway where new building is not permitted, plus a flood fringe where you can build only if the structure is floodproofed above a set elevation. Because there is no conservation authority on this stretch of the Ottawa River, those limits are enforced by the City and the province rather than through a conservation authority permit, and a building permit has to be supported by a surveyor's plan confirming your elevation. Ownright checks how the property is designated and zoned before you close, so you know what you can and cannot do with it.
Beyond the purchase price, budget for land transfer tax (about $6,155 on a $484,000 home), your lawyer's fee and disbursements, title insurance, and adjustments for prepaid property tax. On a rural property outside the city you may also pay for well and septic testing. Ownright gives you a clear, flat-fee quote up front so there are no surprises on closing day.
Outside the city, many Ottawa Valley properties run on a private well and septic system rather than municipal services, and some are reached by a private or unassumed road. You want the water and septic records, and a registered right-of-way or road agreement on title rather than an assumption that access will continue. On Ottawa River waterfront, the original shore road allowance may never have been closed and conveyed, so the strip at the water's edge is not always yours. Ownright confirms servicing, access, and shoreline ownership before you close.
The City's 2026 budget puts the median residential assessment in Pembroke at $185,000 and total property taxes on it at about $3,896 a year, which works out to roughly 2.1% of assessed value, high as a rate but applied to an MPAC assessment still frozen at 2016 values rather than today's price. Adding the City's garbage collection fee and the Ottawa Valley Waste Recovery Centre fee brings a typical residential bill to about $4,143. At closing, Ownright prorates the year's tax between you and the seller so each side only pays for the days they owned the home.
